 As outlined in the Statement of Intent, the rationale for the course is based on the following: 

“(1) In the KwaZulu-Natal region, statistics from the education departments show that in Grade 1 only 0.6% of black children have received some pre-primary education.  In the case of whites, 60% have been at registered preprimary schools and, if day-care and other centres are included, this figure rises to 85%. 

(2) There is a disproportionately high outflow of black children from the education system at grade 1. In the publication “ Education and Manpower Development 1991, No.12” issued by the Research Institute for education Planning, University of the OFS the figure for SSA is given as 16% . 

(3) The same publication forecasts that the total school population in South Africa will rise from 10.43 million in 1992 to 14.76 million in 2002, i.e. 42.5%.  This is in sharp contrast to the current growth rate in schools and colleges of 4.3% and underlines the need for urgent change in teacher training by means of shorter courses with particular emphasis on skills development. Distance education, in particular, must have a significant role to play in providing this training. 

(4) Teachers of Grade 1 classes very often lack the necessary training to provide a reception class programme even when this is included as part of the curriculum. 

(5) The government’s introduction of a Reception Class for five year olds. 

(6) Our belief that the goals of parity and equality will only be achieved when children are given the same start in life.”
