Introduction 

This document has been prepared as part of a project jointly organised by the Asian Association of Open Universities (AAOU) and the Commonwealth of Learning (COL). The aim of the project is to develop a framework to assist distance education institutions in Asia 

• to formalise their own efforts in ensuring quality in their educational provision

• to enhance that quality on a continual basis.

What follows is a draft proposal for the framework. It is to be distributed to member institutions and other interested parties for comment before being refined ahead of its submission to the AAOU Executive Committee in Delhi in October.
